The strategy I've been using is to open with L6-> L2 on the bruiser (assuming you go first; if you're already a Blaster ignore the L6). If the L2 stuns and you proc an extra turn, L1 on Zemo. Then you wait for the Bruiser's protect to wear off-- depending on turn sequence you might be able to hit him with an L1 and then recharge, or just recharge.

With the protect off the table, just start hammering Zemo. L1 until he has 2-3 debuffs, then L9 until he dies (should take two shots of L9, assuming the Bruiser is being kind enough to fodder you Focused Attacks). Then slaughter the Bruiser.

Admittedly, this strategy is dependent on the Cleansing E-iso, to keep your Bleed stacks down. If that's not an option, then you need to abuse the Tac in the second round to gain Combat Reflexes or the bleeds will eat you alive.

My Mockingbird is at level 10 with 4x Stalwart, 2x Spry, and 1x Steady, if that helps. Her attack is a bit low with that setup, but the extra-high health has saved me more than a few times.
