Agent Coulson:

We are in full-on damage containment mode. All hands on deck. There's been a serious incident at a research facility in San Francisco. Techs there inadvertently released a large amount of MGH/Iso-8 serum, creating uncontrolled mutations similar to the Test Subjects we've seen previously.

Maria Hill:

As if that wasn't bad enough, the World Security Council is going after us. Dell Rusk is taking the lead. If we thought he was on our side after the incident at the Vault, well... turns out we were wrong.

The World Security Council regrets that S.H.I.E.L.D. has been unable to contain the dangerous Iso-8 compound. We are stepping in to handle this problem ourselves, and reassessing S.H.I.E.L.D.'s role in civic defense.

Dell Rusk:

Nick Fury:

Reassessing, my ass. That's pure Rusk double-speak. I've heard it before.

Maria Hill:

It's a power play. The World Security Council would love to take over S.H.I.E.L.D.'s duties. Problem is, they don't have what we have.

Agent Coulson:

Rusk sounds like he's trying to remedy that, and he's also trying to look good. Listen to this part.

The World Security Council is providing help with this problem by deploying the formidable team known as the U-Foes. Their past misdeeds are well known, but this is not a time to wallow in the past. This is the future. Slates will be wiped clean, and new reputations forged.

Dell Rusk:

We'll do whatever we can to help restore order and earn the trust of the American people.

X-Ray:

Tony Stark:

Who's going to fall for this?

Nick Fury:

That's up to us, to make sure he doesn't get away with it.

There's a group of people here hurting from Iso-8 poisoning. The serum reacts to something in their systems. Traffic has tied up ambulances. Put a hero in a Quinjet and get them to Utopia. Beast is waiting with an antidote.

Not everyone exposed to Iso-8 or the MGH serum becomes a Test Subject. Some of them just die. We've got people in trouble here. If you can get them to me, I can probably save them.

We figured that part out, Opie. The question is how best to handle it.

Hercules:

He's counting on us to come out so he can try to sell us as the real problem, fighting his personnel who are trying to help.

So what we do is we get out there and help before they can... and then we show his goons for the mobile lunatic asylum that they really are.
