As a mid level PvP player, I had some problems determining the best use my Command Points and what strategy to use. I'm making this post as a guide with some tips for beginners about strategy, teams and command point use. Your feedback is welcome.
I've made some tiers for the Agents. Low level Agents are Agents with 3 or fewer gear slots and 2 armory pages. Something between level 25 and 45. A mid level Agent, like me, has 3 or 4 gear slots and 3 armory pages. A high level Agent is what most of us M:AA players want to be. Four gear slots, 4 or 5 armory pages, all the cool tools... But let's not talk about how weak we are and talk about how we'll get stronger and fight among the best.
Roles[]
I like to break heroes into three types:
Damage dealers: Heroes with high attack, or high critical chance. Their role is destroy the enemy team fast as they can.
Tank: Heroes with high health and defense, to protect the damage dealers. They can block and dodge the enemy attacks.
Support: Heroes who can shield, buff, debuff, deal some damage. They can be the key piece to defeat some tanks.
Team Strategy[]
Here some general combinations to make your team:
Offensive Speed: 3 damage dealers, if you kill them fast you don't need to worry about being killed.
Offensive Bulky: 2 damage dealers and 1 tank, you lose a bit of damage and win a beauty shield.
Balanced: 1 damage dealer, 1 tank and 1 support. A balanced combo, which you can use on every situation.
Wall: 2 tanks and 1 support. A slow way to fight. If you want epic battles, DON'T DO IT.
The official damage dealer among the tacticians. High critical chance, a big damage output and a lot of combo of melee and ranged attacks, makes him the perfect choice to fight some Blasters as the Human Torch. Mid level Agents must have him. Unless you have a better choice to kill Torch. Damage dealer.
The White Queen is a great tactician. Any role. Whenever you want. She worth the Specs Tasks.
Tactician Guide[]
Hawkeye can fill the damage dealer or support role. Don't choose Cyclops as reward, as he will be redundant with Hawkeye. It's better to use your free selection on She-Hulk. When you get your first squad (Iron Man, Black Widow, Hawkeye, She-Hulk and Iron Fist), save 48 CP to buy your 2nd tactician, War Machine. "Why War Machine?" He's cheaper than Captain America and fills the damage dealer role better than Hawkeye. And thanks to Annihilus Human Torch who can screw up your team with Plasma Body and Annihilation Wave, you will want War Machine. He can kill Torch fast enough that Torch won't bother your team. Your 3rd tactician should be Captain America, but he'll be your last hero to buy, since you will use 124 CP to get his World War 2 alternate uniform.
One of the best support heroes in all game. The Chaos Shield and Probability Field are amazing. Her Reality Warping makes she stay longer on the battle. Support hero.
Blaster Tips[]
Iron Man is an all-roles hero. Again, DON'T CHOOSE MS. MARVEL AS REWARD, (you already have a blaster) CHOOSE SHE-HULK. Your 2nd blaster will be Ms. Marvel, as her name promises, a marvelous damage dealer. If you really want a support hero among the blasters earlier, buy Dr. Strange instead Storm <If you want to get more Command Points rapidly, get Storm when you unlock Chapter 4>. Strange is cheaper than Storm and can do more damage from a support position. (Also, he is the premium hero on Chapter 9). Save your CP to buy Scarlet Witch as your 3rd blaster, since she is the best support hero, in my opinion.

One of the best bruisers on game. Good damage, good defense, stun, double action. She's amazing. Damage dealer hero.
His effects makes him one of the most annoying bruisers. Plasma Body, Blazing Speed, Flame On, Cosmic Rod. If you hit him you can get some serious damage, and get vulnerable to Fireball. Tank and damage dealer hero.
Well, a good damage dealer and nice counters. Damage dealer or tank hero.
Bruiser tips[]
Choose She-Hulk as a reward (if you don't get it yet, I'm not sure if you've been reading). After it you shall buy Colossus on the tight outfit. Why? Because he's a amazing tank. Miles better than Thing.
So, about the 3rd bruiser... AH Human Torch is powerful, but Hercules too! Choose between them. They have the same total CP cost.

Bio:
Nice moves, a heal and a self buff. Useful as first scrapper. Damage dealer hero.
Quicksilver is fast. Because this he can fill up two roles at same time. He's a support hero until he get enough stacks of Quickness. So he can do a lot of damage using his One Mile Punch. Support and damage dealer hero.
Nice moves, but he needs his buffs to make it better. Damage dealer.
Scrapper Tips[]
Buy Iron Fist first. Or don buy him and buy Sif instead. She can fill the damage dealer and tank role. Buy Quicksilver as your 3rd scrapper. If you got one or both of special ops heroes, use them. If you got Deadpool, use him too.
She's one of my favorite heroines. A amazing tank, and a pain to all tacticians, Miss Pryde can easy defeat Captain America or War Machine. Tank and support hero.
Infiltrator Tips[]
Black Widow is amazing. Her combos and counters can help you to defeat any glass cannon. After it buy Sue Storm, the Invisible Woman is one of the better support heroes in-game. When you are making the 3rd squad, buy Kitty Pride. She can easily defeat any tactician and some of the mightiest damage dealers, thanks to her phased status.
Last tips[]
If you want to buy another heroes, do it. Strange is a good support thanks to his new effects and Storm unlocks one Epic Boss. I'm using the Blasters as example, you can do it with every class.
If you want to buy 90 CP heroes earlier(Hulk to the first premium mission), or use some heroes with another class(Annihilus Human Torch Blaster), do it. I'm not the best person to talk about general strategy, since I try to always do the last expected thing.
I don't will explain about the generalists. All of them are 90 CP heroes, and I'm talking about low CP cost. But if you want play a defensive style, buy Beast. If you don't have Mocking Bird, use Rogue as offensive player. They worth the CP cost.
